Strike Force Wondoba is investigating Pip Manley's disappearance.
PolAir, Water Police and police divers will canvas Telarah, Bolwarra and Lorn, including local waterways.
Detective Inspector Peter Mahon says Mr Manley was last seen walking along Belmore Road at Lorn in the early hours of November 22 last year.
"Pip was last seen leaving a friend's place," he said.
"He left the house to walk home to Bolwarra, and from that point on he's simply vanished.
"We don't know where he is, we don't know where he has gone to from there, except we believe he was heading home.
"We know he hasn't accessed his bank account since the 21st (of November), we know his Facebook has not been activated, and also we know that his mobile hasn't been activated since the 21st."
Police say they have grave fears for Mr Manley and that has led to today's search operation.
"There's no doubt in the world we have grave fears, like his family, for young Pip's safety at the moment," he said.
